When a major incident occurs the natural inclination of the officer in command is to head for the scene and yet experience had shown that this would almost certainly be detrimental to the outcome. This training package for senior emergency service professionals is designed to address issues that surround a major disaster. Its contents (a video and training documents) demonstrate how senior officers should react in major incidents which may involve the emergency services, local authority and general public. The solution had to command the attention of sceptical professionals, reinforce this message and provoke discussion. This called for a design that was a radical departure from training materials conventions.
